California for the MISSing Angels Bill - Birth Certificates for Stillborns

We the undersigned, who are residents and voters in the State of California are not only confused but appalled with the administrative process taken by our State that subsequently invalidates the existence as well as the very birth of our stillborn children. We ask for the enactment of legislation or changes in our State's current procedure that would insure the issuance of a "Certificate of Birth Resulting in Stillbirth".
Here in California, a mother who carries her baby 20 weeks (5 months) or beyond, then, through no fault of her own, GIVES BIRTH to a stillborn child, is not issued a certificate of birth of any kind for her infant. Current procedures and laws in the State of California WILL NOT ALLOW for it. We do, however, require an acknowledgment of that same child's death by issuing the mother a death certificate, or, a "Certificate of Fetal Death" to be precise, that asks for the exact information as does a certificate of birth.
As of June of 2005, only 13 States validate the birth of a stillborn child by giving the parent, upon request, a "Certificate of Birth Resulting in Stillbirth" or a "Certificate of Stillbirth". Legal documents, such as these, serves to provide validation, legitimacy, and help parents through the grieving and healing process following the death of their child.
This is not a "Right to Life" nor is it a "Right to Choose" issue, this a common sense issue that provides closure for the families affected by stillbirth. How can our State recognize the death of a child when we refuse to recognize their birth?
