ORDINANCE NO. O-209-2006
AN ORDINANCE OF THE LAFAYETTE CITY-PARISH COUNCIL AMENDING
CHAPTER 86, USE OF CITY AND PARISH ROADWAYS AND RIGHTS-OF-WAY FOR
TRAFFIC CONTROL AND PARKING OF THE LAFAYETTE CITY-PARISH
CONSOLIDATED GOVERNMENT CODE OF ORDINANCES BY ADDING ARTICLE X
- ELECTRONIC ENFORCEMENT, DIVISION 1 - RED LIGHT RUNNING, SECTIONS
86-177 THROUGH 86-183 TO PROVIDE FOR THE ENFORCEMENT OF CERTAIN
TRAFFIC SIGNAL VIOLATIONS BY AUTOMATED MEANS AND PROVIDE FOR
CIVIL PENALTIES FOR TRAFFIC SIGNAL VIOLATIONS ENFORCED BY
AUTOMATED MEANS
BE IT ORDAINED by the Lafayette City-Parish Council, that:
WHEREAS, the Lafayette City-Parish Council finds there has been a high incidence of
drivers disregarding or running red lights at street intersections; and
WHEREAS, the Lafayette City-Parish Council finds red light running endangers motor
vehicle operators and pedestrians alike by decreasing the efficiency of traffic control and traffic
flow efforts and by increasing the number of serious traffic crashes to which public safety
agencies must respond at the expense of the taxpayers; and
WHEREAS, the Lafayette City-Parish Council finds a reduction in the running of red
lights through a program utilizing photographic evidence and enforcement through the imposition
of civil penalties will help promote and protect the health, safety, and welfare of the citizens of
the City and Parish of Lafayette; and
WHEREAS, the City of Lafayette, operating under the powers granted to it by a home
rule charter before the adoption of the Louisiana Constitution of 1974 and retaining said authority
in Sections 1-05 and 8-02 of the Lafayette City-Parish Consolidated Government Home Rule
Charter, has the power and authority to establish a program of enforcement of red light running
by the use of photographic evidence and the imposition of civil penalties.
NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette City-Parish
Council, that:
SECTION 1: All of the aforedescribed Whereas clauses are adopted as part of this
ordinance.
SECTION 2: Chapter 86, Use of City and Parish Roadways and Rights-of-Way for
Traffic Control
The undersigned citizen(s) would in the very least be in support of a public vote on the next available ballot to determine the fate of the Red Light safety cameras. The undersigned would also request that more police officers and fire fighters in Lafayette be paid the back pay that they are due in a timely manner. The following undersigned are brave,patriotic Americans who still believe that dissent towards government is every American's patriotic duty. The undersigned citizen has not had a gurantee of safety with installation of red light traffic cameras. The undersigned has been informed of intersection traffic accident increases due to said red light cameras. The undersigned may or may not be a taxpayer who would like to see taxpayer dollars fund more intersection patrols of law enforcement agencies. The undersigned believes in the action of democracy and acknowledges the voice of constituents to the government republic.
