Dear Mr. President:
We the undersigned come together before you to request clemency be granted for Robert Moss, Reg. No. 07798-021. He is currently housed at United States Penetentiary Lee County, Virginia.
Mr. Moss was arrested on September 20, 1991, one (1) month after his 18th birthday, and later convicted of:
(1) Conspiracy to Possess with Intent to Distribute Controlled Substances;
(2) Employment of Persons Under 18 Years of Age in Commission of a Controlled Substance Offense;
(3) Using a Firearm During a Drug Trafficking Offense (seen in his possession by an officer); and
(4) Use of a Communication Facility (cell phone).
Mr. Moss was sentenced to LIFE without the possiblity of parole. He has served the last 13 years with two lower level rule infractions: (1) Interferring with count he did not make it back to his cell before it was locked prior to a count. (2) Phone infraction he was on a three-way phone call (not allowed in federal prisons). Both of these infractions were more than 7 years ago.
Mr. Moss quit school during his 9th grade year. When he went to prison he began programming. He completed his GED, began classes such as Anger Management, The Ten Commandments of Goal Setting, Concepts of Couseling I & II, Vocational Training Computer Program, The Power of Consequences Commitment to Change, Practical Steps that Lead to Change Commitment to Change, Tactics, Habits that Block Change Commitment to Change, Life Without a Crutch Training Program, Beginning Spanish, Music Industry I, parenting classes, Crochet Classes, various aerobics programs, and Keyboarding. He then began classes in the Chapel to help other inmates spiritually as well as teaching a Crochet class.
This programming and history of clear conduct reflects a man who has truly grown. This man, Robert Moss, deserves a second chance at life. The crimes he committed were committed as a teenager. We pray you will consider his bid for clemency commutation of sentence.
