Whereas, new federal funding for prevention and treatment announced as part of the National Anti-Drug Strategy is a welcome investment as both areas are seriously under-resourced;
Whereas, research demonstrating the efficacy of harm reduction is well established;
Whereas, good public policy should be based on science and evidence, not on ideology;
Whereas, the U.S. style "war on drugs" has been an abject failure;
Whereas, drug use can be more effectively addressed as a health issue rather than as a criminal issue;
Whereas, legal drugs such as alcohol create far more health, social, economic and criminal harms than illegal drugs;
Therefore, be it resolved that the undersigned urge the Parliament of Canada to develop a comprehensive strategy for all drugs, including alcohol and the non-medical use of prescription drugs, and that this comprehensive approach include evidence-based prevention, harm reduction, treatment and enforcement strategies.
