Deer Hunters Petition against 13'' Rule

The 13'' Rule In the book it states if the Deer's ears are in alert position and the horns is past it's ears it's 13'' or better.A friend of mine deer was in a alert position the horns was past the ears so he shot it.when we got it back to the truck we took the measuring tape and measured it.It was 12'' but horns was past the ears.People are getting fined for this.So people are having to shot the deer and then measure them if it is not 13'' or greater people are having to leave them in the woods to rot this is not a good thing.So we need to petition this rule to try to stop this ridiculous rule.Some deers has bigger ears than others they are not all the same.Please help signing this petition to be able to fight this rule.
