English Independence

This is the petition Her Majestys Government and Parliament of the United Kingdom of Great Britain and Northern Ireland for English independence from the British.

The British are defined as the Celtic fringe as by the Romans and the Saxons and the English up until Union. The Celtic Fringe consisting of Wales, Scotland and Northern Ireland.

The Scottish Monarchy took the English thrown and kept the bloodline going by the wife of William of Orange. The Royal Family is of mainly Hanoverian decent but also that of Scottish.

Scottish Burden:
- 25\% more spending paid for by English Taxes - comes to far more than the oil money
- Over representation of Scots in the House of Commons (to keep them happy)
- Scots occupy major positions in the government and parliament including Prime Minister, Chancellor of the Exchequer and Leader of the House of Commons
- Scots vote on English only issues but the opposite cannot happen.
- Scots can fly their flag on their public buildings; English public buildings cannot fly the flag of Saint George

Welsh Burden:

- No need for Wales, without Scotland though people in Cardiff would not be pleased (old English settlement).

Northern Ireland burden:
- Cost money to patrol the streets of NI to keep the peace. Let the Irish cope with Irish problems, sure the violence will continue if troops are withdrawn as the loyalist will see it as Irish actions, the loyalist have already basically said they will bomb the Republic if they see Dublin and London are working together to create a United Ireland.
- Would mean England would no longer get bombed if violence resumed.
- Maybe NI could be free from both the Britain and Ireland in the state of Ulster.


The United Kingdom should be dismantled peacefully and now to prevent a real and full-scale Balkanisation of the United Kingdom. A commonwealth of co-operation, free trade and defence alliance should replace the current UK. Ireland could be part of this commonwealth too. The principles of free-trade should also be extended to the old British Commonwealth which will attach itself to the new commonwealth of the British Isles.

Remaining colonies and dependents of the UK will be offered full independence or to become a full part of any nation (England, Scotland or Wales) that they choose.

PROPOSALS
- Directly elected Prime Minister and Chancellor of the Exchequer on a joint ticket
- Remove all political roles of the Scottish Monarchy
- Replace the House of Lords with a House of Elected Independents free from party politics and give the new House of Independents power to stop legislation.
- Give all power from QUANGOS back to elected representatives
- Restoration of County Councils with more tax raising powers and legislative powers. Power of Health, Education and Council related law and order policy.
- A redistribution fund from central government to redistribute Wealth around the country.
- The House of Commons elected by the Jenkins System.
- Fixed term of 4 years.
- There shall be a seperation of powers as the directly elected PM will be more like a president. The Government shall be chosen by the PM (top Civil Servents and Cabinet Ministers),members of the government will have to be accepted by the new House of Independents. However the chancellor of the Excequer can not be chosen by the PM as he is the PM's running mate at the election.
- The PM will be called before the House of Independents 2 times a week for 30 minutes each visit and the House of Commons for 3 times a week for 30 minutses each visit to answer questions.
- Planted Questions shall be illegal.

- A new written constitution taking into the English Bill of Rights of 1688 and modifying it to todays needs. Placing soverienty with the people, thus being citizens of England not subjects to the crown.
- All treaties except peace treaties in times of war to be put before the people in a legally binding referendum. Treaties includes the placing of foreign military installations on English soil.
- A full Freedom of Information Act, all documents released within three years of creation.
- By grant of a set number of signatories, a paper petition will be default cause a legally binding referendum to be called.
- Dentention without trial under the Emergency Powers act shall be removed.
- Suspension of the Constitution will be illegal, in the event ellections can not be held a group of 5 members of the House of Independents, voted in by their collegues in that house shall take over the running of the PM's post until new elections can be held.
- The House of Independents can take over the PM's role if it is found that the PM has broken the constitution.
- Trial by Jury and Innocent until proven guilty will be added to the constition and any law breaking this will not be allowed without a referendum of the people.


England will remain a part and active member of NATO, EU, UN and Commonwealth it shall seek to work closly with the old nations of the United Kingdom. England shall seek to negotiate a flexible EU and join NAFTA.
