This petition is expressing a strong disagreement in the Entertainment Software Rating Board (ESRB)'s choice of temporarily removing San Andreas from store shelves until the developer (Rockstar) tunes the game down in questionable content, or agrees to have the game assigned an "18+" Adults-Only rating.
