Dear Mr. President:
I have written to request your intervention in the case of Ly Tong, a United States citizen, who is under threat of extradition from Thailand to Vietnam.
Ly Tong has been incarcerated according to a Thai court sentence of seven years and six months imprisonment for using a plane flying over to Saigon, capital of the former Republic of Vietnam, to drop down leaflets against the communist dictatorial regime there, on November 17. 2000.
In this mission, Ly Tong did not cause any harm to any people or any properties in Vietnam; and he only obtained the cooperation of the Thai flight instructor by convincing him and making presents and gifts to him, not using any other means to force him to take part in the leaflets dissemination.
The Thai officials in charge of this case fabricated evidence and witnesses statements to accuse Ly Tong of hijacking, although Ly Tong did defend himself before the courts denouncing those evil deeds as he presented in his Unmasking Testimony of which the copies have already been submitted to your Office many times in the past years.
Ly Tong is among the first influential persons who have heartily supported President George W. Bush anti-terrorist policy and operations worldwide. He deserves your help to avoid being extradited to communist Vietnam while awaiting to be transferred to the United States under the terms of the US-Thai Transfer Treaty.
