we are writing to request from Google to allow download Google pack for Iranian users.
we believe that this restriction only hits scientists ,researchers and students, and helps the local government to prevent people from free access to informations and news

What is the meaning of "universally" then?
You exclude Iran from your universal services!

They have ordered to filter some news websites and orkut and other social network website.
If you will not allow us to download "Google pack",
then you would be in "dark side"
