Government of NBEG Asked to Step down

Your Excellency, Salva Kiir Mayardit,

We, the signatories of this letter, would like to strongly endorse the letter, dated June 7, 2007, which was written and signed by a group of 28 citizens of Northern Bahr El Ghazal (NBEG) State. The grievances which the 28 signatories highlighted are legitimate, serious and pressing; thus, they entirely deserve your immediate attention.

Dear Excellency, the State of NBEG, as precisely articulated by the 28 signatories, is experiencing multiple crises largely due to acute lack of caring, effective leadership. For example, many problems which the State of NBEG faces could be addressed if there was capable and farsighted leadership that put the plight of the NBEG citizens first. Unfortunately, the government of Col. Madut Biar, to the disappointment of Aweil citizens, is not bothered by the sight of dying people through out the State. Apparently, the only thing Governor Madut seems capable of doing is appointing incompetent officials who only make things worse for the State. Therefore, we wish to reiterate that the administration of Col. Madut Biar has seriously failed and should forthwith step down so that the people of NBEG appoint new and capable person to turn things around for the State.

Your Excellency, we, the signatories of this letter, fully understand that the whole of south Sudan is facing many challenges; however, the administration of Governor Madut Biar, unlike other State governments, is doing absolutely nothing to try to address these challenges. Instead, Col. Madut administration is busy misappropriating State resources at the expense of the suffering masses of NBEG.

Dear Excellency, citizens of NBEG would like to categorically state that enough is enough; the dysfunctional administration of Col. Madut Biar should step aside and able administration accountable to the people is immediately sought.

The problems facing the State of NBEG, as highlighted in the previous letter, have less to do with lack of resources, the money remitted to States by the GOSS--coupled with revenue generated in taxes--is enough to provide basic services to the people yet the lives of citizens of NBEG continue to deteriorate instead of improving. Where does State money go?

Your Excellency, the signatories of this letter collectively believe that, the chief factor behind NBEG problems lies in lack of political will to get things done. This is why we completely agree with the signatories of the previous letter that the administration of Col. Madut Biar has seriously failed and has no signs of ever recuperating.

Your Excellency, vast majority of NBEG citizens are gravely frustrated by non-delivering administration of Governor Madut Biar and can not longer afford to put up with it. Consequently, we are also calling for the appointment of new and effective Governor who would steer the State of NBEG out of its present predicament.
