 我々国費外国人留学生は、文部科学省のおかげで日本で教育を受けることができています。まず、そのことに対する感謝を述べたいと思います。
 日本の教育環境はすばらしく、引き続きこの国で研究を続けたいと考えている学生は少なくはないと思います。しかし現在大学学部に在籍し、平成22年4月に大学院修士課程に進学することを希望する留学生にとって、それは難しくなりつつあります。昨年の「平成21年3月31日限り等奨学金支給期間の満了予定又は延長希望の国費外国人留学生(研究留学生等)の取扱いについて(通知)」によって、奨学金の支給要件に大学学部の学業成績係数2.0以上という課題が課せられ、多くの留学生を困らせることになりました。さらにこの度、平成21年9月28日付け21文科高第140号(高等教育局長名通知)「進学等に伴う奨学金支給期間の延長を希望する国費外国人留学生(高等専門学校留学生等)の取扱い及び奨学金支給期間を満了する国費外国人留学生の取扱いについて(通知)」によって、必要な大学学部の学業成績係数が急に2.0から2.50以上になりました。このことで、多くの留学生が日本で進学することが非常に困難になりました。
 成績係数それ自体についてもいくつか疑問点がありますが、いま最も遺憾に思われるのはその施行時期の性急さです。無論、文部科学省に国費留学生の奨学金支給の推薦基準を変更する権利があることを疑いはしません。問題は昨年度も今年度も、来年度に応用される上記通知の発表日が後期の初めごろであったことにあると思います。通知から施行までの期間が半年程度とあまりにも短く、このことは大学院修士課程に進学する見込みのある者に対して主に二つの問題を課すことになりました。
 第一に、大学学部の四年生の後期以降では、学業成績係数を向上させる手段がありません。我々進学希望の留学生はこれまでの推薦基準である成績係数2.0以上を目指して学業に励んできました。しかしこの時期の変更によってその努力が無駄になろうとしています。このような予想しがたい変更に対してどのような対策を採ればよいのでしょうか。
 第二に、後期が初まる前までに、大学院修士課程に進学する見込みのある留学生の多くが既に希望の大学の秋期の入学試験を受けてしまっています。それに伴って進学後の研究や生活の計画が既に立てられているとは思われないのでしょうか。その時点でこのような変更通知を発表すると、今までに受けた入学試験は無駄になり、進学に関する計画が崩れる可能性があるに違いありません。
 したがって我々国費外国人留学生にしてみれば、このように遅い奨学金支給の推薦基準の変更の発表は、文部科学省が留学生の実情を把握しようとせず、我々の要求が完全に無視されているのではないかという深い挫折感と疑念を感じずにはいられません。すなわち、我々国費外国人留学生は奨学金支給の推薦基準の変更のあまりにも遅い発表に対し、強く反対していることをここにお知らせしたいと思います。
 我々の提案は、奨学金支給の要求条件の施行時期を来年度ではなく、留学生にとっても対策が可能と思われる再来年度以降に延期していただくことです。それだけの猶予をいただけるならば、推薦基準を満たすための努力を惜しむものではありません。この提案をぜひ考慮に入れていただきたく、ここにお願いいたします。

Petition against the timing of the change in requirements for Japanese government scholarship extension

  We Japanese government-sponsored foreign students have, on account of receiving Japanese government's scholarship, been enabled to pursue our studies in Japan. We would first of all like to express our gratitude for this opportunity.
  Many among us intend to continue with their studies within the competitive Japanese academic environment. However, this is becoming increasingly difficult for 4th year undergraduate students intending to advance to a masters programme. Last year, the Japanese government announced a 2.0 GPA requirement for the extension of the scholarship. This has caused troubles among many foreign students. This year, again, the GPA requirement has risen from 2.0 to 2.5. In these conditions, many foreign students will not be able to continue with their studies in Japan.
  While we also hold doubts regarding the policy of the GPA requirement, the more pressing matter is the hastened enforcement of the changes. It goes without saying that the Japanese government has the right of altering the requirements for its scholarship. The problem is that last year, as well as this year, the announcements of the changes in scholarship extension requirements, enforceable by April the next year, were posted around the beginning of the fall semester. This has generated two main issues for foreign students planning to continue their studies with a master degree.
  The first issue is that students already in the fall semester of their 4th undergraduate year, are practically unable to adjust their GPA according to the Japanese government's requirements. Therefore this year, for example, students striving to meet a GPA requirement of 2.0 have seen their efforts being rendered useless by the belated announcement of the change in GPA requirements.
  The second issue is that, by the beginning of the fall semester, many of the foreign students intending to advance to a masters programme have already taken the fall term entrance examinations at their desired universities. It is safe to assume that these students' academic and living plans have already been made by the beginning of the fall semester. Therefore, for a large proportion of 4th year undergraduate students, the announcement of a change in GPA requirements at such a late stage will without doubt render useless their effort in taking the entrance examination and their payment of the examination fee. It will also impede their academic progress, and upset their plans for the future.
  Therefore, we Japanese government-sponsored foreign students consider that the posting of the above announcements at such a late time reveals a total disregard on behalf of the Japanese government for the specific situation and needs of 4th year undergraduate students. We would like to express our deep frustration and our disapproval of the conditions in which the change of requirements for scholarship extension has been made.
  Our request is as follows: such changes in scholarship requirements are to be enforceable 1 or 2 years after their announcement, in order to avoid such difficulties as listed above. If such an interval be granted, the foreign students are willing to spare no effort in fulfilling the requirements of the Japanese government. We ask that you take this request into your consideration.
