We the undersigned believe that the Offensive Behaviour at Football and Threatening Communications Bill 2011 currently making its passage through the Scots Parliament is not fit for purpose and poorly drafted.
We believe that the proposed legislation in its current form may lead to a blanket criminalisation of football fans and an infringement on civil liberties of the general public.
We ask that the passage of this bill be halted until such a time when it can be demonstrated that there has been the establishment of clear guidelines of what is considered sectarian or genuinely offensive and therefore can be considered to breach Scots law and the civil peace.
We believe that rushing this bill through Parliament in order to meet a deadline is counterproductive and not conducive to healthy democratic debate.
