India: Parliament of Undeveloped Democracy

This petition is about role of Indian parliament in strengthening democracy in India. Can it takes 50 years for a democracy of 1 billion pair of hands in making it a developed nation? Just like in a playground, people using democracy can never get tired of development, stay united and strong; and power and sacrifice of individuals flow automatically. People in democracy are unlike prisoners (government ruled republics), and never fear, and have freedom, character, responsibility and courage. Can Indian members of parliament distinguish this difference between power of democracy in a playground and starving democracy of prisons? I share this petition with public internationally, and pray representative of Indian people sitting inside the Indian parliament in making use the power of democracy in India and not be an object of contempt for India.
Cause 1: All of the elected representatives to Indian parliament have no requirement of education and learn on the job, and have never gone into any formal or structured grooming for this noble seat. They live in an environment called 'politics' and are usually not accessible to people. As a result, they are unable to think independently and wholistically, and cannot write laws in a simple manner (read and understood without a lawyer). These representatives come in different brands of political parties that invest money on their marketing during the elections. For this reason, for a political party, head count of peoples' representatives matter and not what is inside the head. Parliament acts similar to a stock market. Each member of parliament is a stock of a particular political party. If the the party or a group of parties gets a majority, it controls the management. By whip of party or majority group, representatives raise the hand or do some shouting actions, and the draft law is passed or rejected. (Unfortunately) Laws, instead of being understood by them and given a period of controlled observation, just gets elected by raised hand counts. This is a similar way, they themselves are elected by vote counts. If members of parliament sit in examination of the laws made inside the parliament, it can throw surprising results. Is it not a cheating? Should the education and work not be a criteria for an eligibity to becoming a representative of people? If elected people are not independent and cannot express will of the people in parliament, what is their purpose inside the parliament? Does democracy mean that if India has 75\% illiterate persons, and 75\% representatives should be reserved for illiterate catagory? Instead of removing the class difference, the system of stock market democracy in India is increasing the divide and politics of power diverts attention from development goals.
Cause 2: Government, courts, organizations, businesses or individuals .. all should be treated 100\% equal before the law and each must respect the laws equally. Parliament is an institution of developing an instrument of common faith uniting a nation. Law making should therefore have a sanctity and intellectual involvement of representatives of the parliament. But this does not happen. Lack of competence of these law makers (elected representatives) is expolited by the government (which is an intersted party). Government organs typically enjoy a right of making the draft laws and parliament has limited options and is a prisoner of the government. This is unfair.The parliament should not depend on the government and not seek any help from any of the interested parties, in making of the laws or for its regulation and enforcement. Certain laws where a government or independent think tank is required to be employed for regulation (for a time being till it is understood in public), it should be OK provided it must work within parameters and deliver expected results.
Cause 3: Government cannot have natural monoply of implementation of laws but laws are equal to everyone under umbrella of Indian republic. If laws are not implemented or difficult to implement by public itself, the parliament must learn from mistakes rather than quickly jumping to a wheel chair of government. In such a way, parliament gets into pressure to perform and to develop inhouse competence and processes, and measurements to understand the public desires and concerns, and ensure production of more simple, effective and sensitive laws, more carefully. Need of this isolation, competence, independence, and upright values, made the supreme court of India honourable organization and is atleast uncomparable to the Indian parliament. If Indian parliament gets independence from the government or other intersted parties, only then it can find challenge in 'making laws' for the unity and happiness of Indian people, and only then it will attract best talents and thinkers for the jobs.
Cause 4: Peoples' representatives to Indian parliament should not be called 'members of parliament' or 'members of congress or BJP or BSP or such parties' but they should be called 'representative of name of the area' whose people sent him/her to the Indian parliament. This change in name plate is helpful to constantly reminding them of their constituency and a sense of belongingness to the lands they represent while sitting in parliament. These name plates hung around them can always remind them of their roots and they can be more faithful if they care about it. And if they are just MP or MLA and belong to a certain party, they are like stock market share of different companies (read political parties), with different value in market of the Indian Parliament.
Cause 5: When Indian parliament was founded, it had more committed and thinkers inside it could produce good documents and in interst of the nation. But, due to deficiency in character of people entering parliament, it lost the impartiality, and local government or international pressure groups are grabbing more and more power by its increased say in the law making, and tempting to law makers to share its booty of greed. People of India are neglected by their own representatives, and are treated unequal with the government machinery while all of them must use same set of laws and are perfectly equal in all sense, big or small. This feeling of restlessness can be removed if the representatives to parliament get no help in making of laws from government or other intersted parties, and be truly independent, creative, responsible and courageous. If laws are good, it will be adopted by tender and thoughful people by pleasure, and not by iron hands of the government.
Cause 6: Laws have another deficiency. After a law is made, it should also have measurable objectives and a time period and should first be implemented in volunteer development area. We should have less laws but simple and effective. Acts of law making should not be like constipation of a political ruler but a process of transformation of Indias' republic character. Each law should have humane processes, validated in public laboratory in carefully selected vounteer development area to test intellectual ability of various ideas of peoples' representatives. Government enforcement is just a symbol of non-democratic/ anti-people mindset, and should not be allowed unless it is war situation.
People are as only good as their representatives. If laws are bad so are the people, and their representatives. Law makers should take lectures in the community and maintain a dialogue between parliament and users of laws. Laws are for people, and they are also best judge to find deficiency of laws and seek correction. And if laws do not deliver expected results, the parliament should rethink and take corrective action. In this way, parliament (makers of laws)- people (implementors of laws) - education (awareness of laws)- Government ( regulator of laws)- Courts( conflict resolution machinery and recommender to parliament for laws)all of them can co-exist in India.
Are we going to take this democracy in 21st century India? This petition is written because India in post colonial legacy was held prisoner of the government for a long time, and people had no say. After India is thrown open to globalization, the prison managers (read government) used to colonial comfort of licence -permit raj, must now loosen the control on the country, and this is only way India can be transformed into sports complex from a prison model of republic.
