Indian Railway Taking Extra Charges

Visit Indian Railway website www.indianrail.gov.in and check fare of any of the trains/classes, you would find a note * Total Amount will be rounded off to the next higher multiple of Rs. 5.
Now my question is why? If the fare is 1671 in a case why they would charge 1675? Isnt it a kind of loot? I have attached screenshots for reference/verification purpose.
Additionally Railway is keep on increasing fare (service charge/tax), what is that for? Is that for
cockroaches, rats in the train or it that for worst food, absence of water/charging point/electricity in the caoches?
Don't we have right to get justice and value of our hard earned money?
