judges giving visitation to abusers

I am a very concerned parent that has had 2 children abused, even proven bys DSS and CPS, I have proof in black and white but yet the judges in another county state that my husband still has the right to see my boys even though one is not biologically not his. The one jude even stated that my husband has an anger management problem as well as an alchoholic but it is ok for the system to give my husband visitation and allow this man to abuse my children again! What is wrong with our jurisdiction? It is ok to hand over the children to an abuser?? Especially when he was proven to be an abuser?? Come on America wake up. How many children have been killed becauseof the same problem that I am now facing?? ONE TOO MANY
