Let anybody access kiwisaver for their first home

At the moment the only people who qualify for a first home withdrawal from their kiwisaver account are people who have a combined yearly income of $100,000 or $140,000 or less for 3 or more buyers. This is discrimination and anybody who contributes should be allowed to access funds for their first home!
