Whereas as an adult in the United States is allotted all his/her rights according to the United States Constitution, including those inherent and implied
Whereas among these rights are the right to vote, to enlist in the military, and to consume tobacco
Whereas every male United States citizen is required by law to register with the Selective Service at the age of 18
Whereas registration with the Selective Service places one in a position where he may be drafted by the United States Armed Forces if and when the draft is again needed and placed into effect
Whereas adults between the ages of 18 and 20 do still consume alcohol within the United States
Whereas adults between the ages of 18 and 20 cannot legally, according to Title 23, Section 158 of the United States Code, purchase nor consume alcohol in a properly controlled and maintained facility currently
Whereas the former provides that adults between the ages of 18 and 20 therefore often drink heavily or binge drink when an opportunity arises to drink
Whereas this occurs primarily at parties unmonitored by mature drinkers, thus resulting in a higher percentage of serious accidents and occurrences of drunk driving
Whereas an important part of the college years of life is to learn to make and to make important career connections and prepare for a career following graduation
Whereas Title 23 Section 158 of the United States Code coerces States to maintain a 21-year-old minimum drinking age via the penality of otherwise not providing Highway funds
Whereas the undersigned do not encourage heavy drinking
Whereas the undersigned readily denounce drunk driving
Whereas the undersigned are in favor of stricter consequences for drunk driving
Whereas the undersigned are in full support of providing better public transportation
Whereas the undersigned recognize that they will likely be near or above the age of twenty-one years by the time this is changed
Let it be resolved, analogous to the aforementioned renouncing of heavy drinking by the undersigned, that Title 23 Section 158, National minimum drinking age, of the United States Code be amended such that it allows an adult between the ages of 18 and 20 to purchase and consume up to one pint of beer or up to one full glass of wine
Let it be further resolved that Title 23 Section 158, National minimum drinking age, of the United States Code be further amended to allow a minor to publicly consume up to twelve ounces of beer or up to half a glass of wine provided supervision and permission of said minors legal guardian.
