I feel that it is an inconsistent measure of adulthood. At 18 people can smoke, vote, and fight and die for their country, but are not considered mature enough to decide whether or not to have a beer. Be consistent. Are people adults at 18 or 21?

Ok. So not everyone is responsible enough to drink. Maybe if you could have some law to make them not allowed to drive home after drinking, perhaps a alcohol breathilizer in there vehicles (bought by parents perhaps?) That, if detects any alcohol, it wont
