Marijuana Legalization, Need A Representative

The struggle for marijuana legalization has gone on long enough. I believe this should be ended with a private meeting between a selected representative and the Supreme Court. In pro for legalization would include such statements as:
-Marijuana was first made illegal when America and Mexico competed and the government banned trade with Mexico.When the ban was removed, Marijuana was still illegal.
-Marijuana is completely natural and is less harmful than an unfiltered cigarette.
-There have been no recorded deaths from the Marijuana itself.
-The effects of marijuana are helpful to many ailments such as glaucoma, joint pains, arthritis, physical pain, headaches.
-There is no research that declares Marijuana has any longterm effects.
-If it was sold in retail, the government would be making money on the taxes. The money would be going to people working in the factories instead of drug dealers.
-The legalization would give jobs to thousands of people for the farms and industries.
-Extracting the THC to make pills or using marijuana in food is not harmful to the body after the effects.

Before legalization I believe the following items are needed to be invented.
-A way for law enforcement to test how much marijuana you have consumed on the spot.
-a combination of herbs mixed with the marijuana to lessen the strength without ruining the flavor.
