Mobile FormFactor Regulation and Standard

We the mobile computing community seeks to institute a form factor standard on par with the desktop market, for mobile and all-in-one computing solutions. So as to allow Laptops, Notebooks, Netbook, and All-In-One computers to be upgraded just as desktop and many media center PCs can be upgraded. Currently only in the base range Mobile and All-In-One computers the 2.5 SATA HDD(s)/SDD(s), CPUs (excepted embedded CPUs), RAM, and in most cases the SATA slot load optical drive can be upgraded and the same goes for the high end solutions too.

Granted that the Wi-Fi cards and Bluetooth cards have a standard form factor of some variant of PCI x1 micro, it is not fully standard and is not available outside of OEM units, Plus in higher end Mobile and All-In-One solutions the Mobile Dedicated GPUs are of the standard MXM form factor, but the connections, a variant of Micro PCI x8 or x16 are like with the wireless cards not standard. Also the cases, Motherboards, and Displays are not of a standard form factor that would allow for easier upgrading or repair work.

The goal of this petition is to push IEEE to make all All-In-One computers and Mobile computers have a standardized form factor system equal to desktops solutions in its in its scope and effect, so as to make it that Mobile and All-In-One computers can be home built like desktops and Media center computers with equal or similar levels of part availability and customization, That what is not of a standard form factor and/or is not accessible outside of OEM sales, is to be standardized and retail-able.
