This is a petition to unite NASCAR fans . We are asking NASCAR to get rid of the top 35 in owner points rule for qualifying . This rule is unfair to the entire field of drivers . There are numerous new and single car teams that are affected by this rule on a weekly basis . When NASCAR , Tracks ,Television and Race promoters do not have a solid plan to reschedule for weather issues it makes the top 35 rule an unsermountable infringement on their efforts as a driver and drain on their sponsors and fans . Each and every team that shows up at the track should be allowed to qualify . The fractions of a single second that separate all of these cars makes it imperative that a time trial on a level field be in place each week . At this point in time the phrase 'Field Filler ' is antiquated . There is not one car or team of the 'go or go homers ' that is not capable of competing in a race . If NASCAR feels that a certain amount of teams should be protected , they should protect the teams that made the chase the previous year . That is a rule fans can live with , and we as fans would be able to understand not having a backup plan for weather .
