National Ban on the use of electronic devices while driving

NSC estimates that 1.4 million crashes each year are caused by drivers using cell phones and a minimum of 200,000 additional crashes each year are caused by drivers who are texting. (1)
Thats 5.5 times more crashes than reported alcohol-related accidents. (2)
Clearly, you can see where this is increasingly becoming one of the most deadly epidemics our nation faces.
What we would like are:
1) A National Ban on the use of all telecommunication devices while operating a motor vehicle except in the case of emergency.
2) Strict enforcement and penalties for all drivers using a telecommunications device while operating a motor vehicle.
Exception:
Allow the use of hands-free or voice-operated technology to transmit a call, text message or electronic mail message while operating a moving motor vehicle.
We agree, that a National Law to ban the use of cell phones and cell phone related devices in motor vehicles by drivers is the most effective means to save thousands of lives.
