It's NOT possible to have open competitions based only with 2 types of preselection tests: EU Test and Verbal and numerical reasoning.
In the past (2006) there were 3 preselection tests:
1) Eu test (20 pass mark / 40 total questions)
2) Verbal and numerical reasoning test (20 pass mark /40 total questions)
3) Specialized test (20 pass mark /40 total questions)(administrative, enviroment, research, information technology)
The last competition: Information and media (EPSO/AD/94/07-EPSO/AST/37/07) has a total of 30 questions for 2 tests:
1) EU policies (10 total questions / pass mark 5)
2) Verbal and numerical reasoning (20 total questions / pass mark 10)
- There are thousands of candidates.
Only the best 330 (number that is written on the O.J.) candidates will pass this part, it means that you have to do 30/30 and to have a chance to pass the preselection tests, independently of your competencies in the competition specific field.
- We can estimate that with the average number of candidates in a competition like this, let's say 25.000 canditates, more than 330 people will score 30/30. What will the criteria be in this case?
-A chemist could pass the preselection tests of an open competition about Information and Media "stealing" the position to a pure inherent candidate.
-The chemist will also raise the passing threshold.
For both competitors and EU institutions, the old competition model was more productive one.
We have to change it.
