Effective October 1, 2009, Marylands laws regarding Learners Permits and Provisional Licenses will be changing.
-The updated laws also include a 3 month extension to the previous 6 month learners permit holding time. These changes may possibly be understandable, however, having these laws affect the rookie drivers that already have their permit is just nonsense.
New laws should be grandfathered ("A grandfather clause is an exception that allows an old rule to continue to apply to some existing situations, when a new rule will apply to all future situations." -Wikipedia) in and not affect those who are near completion.
I can speak for myself that in my 4 months of holding my permit I have already has passed the 60 hours required. I see no serious reason why a rookie driver would need to hold it for and extended 3 months.
Please understand and consider editing the law for those who already are rookie drivers for sometime and basically have to start the time period again. This is demotivating and is causing some rookie drivers to lose interest in completing their license.
Also, I demand a serious reason to why this law is in effect: "*Please note that learners permit holders who have not obtained their provisional license by October 1, 2009 , WILL BE required to hold their permit until they reach the new nine (9) month minimum." -Maryland MVA
