Ogden Valley Residents Opposition To Rock Crushing / Cement Plant

We, the undersigned citizens of Ogden Valley, are opposed to ZP04-07, which allows a cement batch plant as a conditional use in the MV1 zone and to ZP05-07 which creates an MV2 zone allowing rock crushing, for the following reasons:

* Both existing MV1 zones in Ogden Valley are adjacent to schools (one existing and one on the planning boards), residential communities and the Eden commercial center.

* A cement batch plant is NOT a compatible use with any of these areas. Dust, noise and increased truck traffic would be detrimental to the recently and soon to be approved residential subdivisions just across the river from the petitioners site and a danger to the health and safety of school children. Truck traffic would run on the road directly between Snowcrest Junior High and the Seminary building.

* This same MV1 zone also lies in a RIVER CORRIDOR and it is not prudent to create a source of potentially toxic wastes in a waterway that feeds into Ogden Citys water supply.

* If a CONDITIONAL USE is created, there is an obligation on the part of the planning commission to allow that use if all conditions are met. The planning commission will be under tremendous pressure to grant this use on the existing and newly created MV1 sites and to create new locations for MV2 zones.

* Staff has stated that this is not a site specific request. However, the petitioner, Tom Summers, has a building in one of the two MV1 zones in the valley, just south of Snowcrest Junior High. It seems obvious that the conditional use request is designed for his use at this location.

* Any conditional use permit, as written, will require effective Code ENFORCEMENT which is a serious problem in Ogden Valley.

* The VCRD membership feels there is NO PLACE in Ogden Valley for a rock-crushing operation. Our experience has shown that even with sound walls, noise levels and dust simply cannot be contained.

Much of the growth in the Ogden area centers around Ogden Valleys amenitiesthe ski resorts, lake, camping, fishing, hiking, hunting, and most of all the visual beauty and rural character of our unique valley.

We urge you to look upon Ogden Valley as the precious recreational resource that it is and DENY THIS APPEAL.
