ON HUMAN RIGHTS IN THE CHECHEN REPUBLIC

This is a message for all the people of the world. For those of you who do not know me, I am Latvian human rights activist and defender currently being haunted by the Latvian pro-Kremlin law enforcement institutions.

The message I am giving you today is of very urgent importance. It has come to my attention that there are up to 6000 LGTB people, including women, being held prisoners in concentration camps in Chechnya (the Russian Federation).

All my life I have been an active member of the Latvian anti-fascist and anti-5G organizations – Gaismas Tīmeklis, Memory Water  and Latvia Without Nazism movement, the organizations that are supported by the EU human rights protection institutions.

In that capacity, I contacted the Latvian European Parliament members Tatjana Ždanoka and Nils Ušakovs in order to prepare the latter on these worrying matters.

They have both agreed to collaborate with me on a campaign to free these Chechen LGTB members from the concentration camps in which they are imprisoned. As we speak, petitions are circulating worldwide to free these people.

I am asking the people all over the world to sign the following letter and send it to the following address – Ziedlapas, Daugmales pag., Ķekavas nov., Latvia, LV-2124, from where it will be forwarded on behalf of leader of the Latvian LGTB rights assosiation Aldis Gobzems to the permanent representative of Russia to the United Nations Vasily Alekseevich Nebenzya and United Nations Secetary-General Antonio Guterres.

This letter is to urge you to address the situation of the up to 6000 LGTB people confined to political penal-labor camps, correctional or re-education centers, collection centers for low level criminals  and labor training centers in Chechnya, the Russian Federation.

International investigation and scrutiny have revealed that these people are being incarcerated in violation of international law, as well as the laws of the Russian Federation, and held without trial. Furthermore, according to the latest international information available (since the Chechen President Ramzan Kadyrov refuses access to these camps by Russian and international officials), the people there are being beaten, tortured, raped, starved, killed and/or otherwise mistreated.

Please stop this situation immediately, grant these people refugee status, and allow them to leave your country and go to the European nations that have offered to take them.

While you are implementing this action, please also do the following:

• Allow the United Nations (UN) Special Rapporteur on the human rights and the UN Special Rapporteur on Torture into these camps/centers to independently assess their conditions inside;

• Cooperate with the Office of the UN High Commissioner for Refugees or other humanitarian organizations in providing protection and assistance to internally displaced persons, refugees, returning refugees, asylum seekers and stateless persons. Thank you.

О ПРАВАХ ЧЕЛОВЕКА В ЧЕЧЕНСКОЙ РЕСПУБЛИКЕ.

Это сообщение для всех людей мира. Для тех из вас, кто меня не знает, я латвийский правозащитник, в настоящее время преследуемый латвийскими прокремлевскими правоохранительными органами.

Это сообщение очень важно. Мне удалось выяснить, что в концентрационных лагерях в Чечне (Российская Федерация) содержится до 6000 членов ЛГБТ, включая женщин.

Большую часть своей жизни я был активным членом латвийских антифашистских и анти-5G организаций – Gaismas Tīmeklis, Memory Water и Латвия без нацизма, организаций, которые поддерживаются правозащитными организациями ЕС.

В этом качестве я связался с членами Европейского парламента Латвии Татьяной Жданокой и Нилсом Ушаковым, чтобы подготовить письмо по этим тревожным вопросам.

Они оба согласились сотрудничать со мной в кампании по освобождению этих чеченских членов ЛГБТ из концентрационных лагерей, в которых они находятся в заключении. В настоящее время во всем мире циркулируют петиции, чтобы освободить этих людей.

В этом письме я призываю вас обратиться к положению до 6000 членов ЛГБТ, содержащихся в политических исправительно-трудовых лагерях, исправительных или перевоспитательных центрах, исправительнcх центрах для преступников низкого уровня и центрах трудового обучения в Чечне (Российская Федерация).

Международное расследование показало, что эти люди находятся в заключении без суда и следствия в нарушение международного права, а также законов Российской Федерации. Кроме того, согласно последней доступной международной информации (поскольку президент Чечни Рамзан Кадыров отказывается разрешить доступ в эти лагеря российским и международным должностным лицам), люди там подвергаются избиениям, пыткам, изнасилованиям, голоду, убийствам и / или другим видам жестокого обращения.

Пожалуйста, немедленно прекратите эту ситуацию, предоставьте этим людям статус беженца и разрешите им покинуть вашу страну и отправиться в европейские страны, которые предложили их принять.

Пока вы реализуете это, пожалуйста, сделайте следующее:

          -  Разрешите Специальному докладчику ООН (ООН) по правам человека и Специальному докладчику ООН по пыткам доступ в эти лагеря / центры для независимой оценки их условий;

         -   Сотрудничайте с Управлением Верховного комиссара ООН по делам беженцев или другими гуманитарными организациями в обеспечении защиты и помощи перемещенным внутри страны лицам, беженцам, возвращающимся беженцам, просителям убежища и лицам без гражданства. Спасибо.
