Pay by Phone and Pay by SMS in Portugal

HI there. This petition has the purpose of pressing the Jagex staff to inplement PBP / PBSMS ( Pay by Phone payment / Pay by SMS ) in Portugal.
Portuguese are one of the most using mobile phones community ever, and sometime, many people can't become member because he/she doesn't have a way to pay. But with Pay bt Phone, 99\% of portuguese RS players woiuld become members, almost everyone in Portugal as a phone since they are 10 (or even sooner)
Please help the portuguese community pay for membership.
