We, the undersigned residents and commercial business owners of Bevel Line, Point Pelee Drive, Mersea Rd. C, Ellis St, and Mersea Rd. 12 in Leamington, ON draw the attention of the Municipality of Leamington and Council to the following:
THAT, the revised overall project costs associated with this have been unfairly and hastily downloaded to the tax payers before other avenues have been fully explored. The reasons stated for the increased estimate of $11.70 million could have been evaluated prior to the project start. Some of the reasons stated in your letter on May 23, 2017 included, "poor ground conditions, high groundwater table, the need to de-water along the sanitary trench, the confined working corridor and restoration costs, and the increased cost of materials. Many of these items were predictable given the location of the project and contingency funds should have been added to the initial estimate which was reviewed and approved.
THEREFORE, your petitioners respectfully request that the Municipality of Leamington and Council:
1. Fully explore all alternative funding options available
2. Request assistance from the provincial and federal government to absorb this additional cost and assessment error
3. Refrain from hastily downloading these new costs to the taxpayer
