PETITION AGAINST THE PROPOSED:
Animal Welfare (Restriction on Docking of Dogs Tails) Bill

We, the undersigned, request that the house not pass the Animal Welfare (Restriction on Docking of Dogs Tails) Bill.

The Animal Welfare (Restriciton on Docking of Dogs Tails) Bill (the Bill) proposes to effectively ban the practice of docking dogs tails by amending the Animal Welfare Act 1999 in the following way (proposed additions shown in CAPITAL LETTERS):

Section 2(1) Restricted surgical procedure means-
(a) The debarking of a dog (the performance on the vocal chords of a dog of a surgical procedure intended to reduce the noise the dog is capable of emitting); or
(b) The declawing of a cat (the removal from the foot of a cat by a surgical procedure of the whole or part of 1 or more of the claws of the cat); or
(c) The docking of the tail of a horse OR A DOG; or
(d) Any surgical procedure which is performed on an animal and which is, under section 16, declared to be a restricted surgical procedure:

Section 17 Performance of restricted surgical procedures-

(2) Where a restricted surgical procedure is to be performed on an animal, the veterinarian who is to perform that procedure, or who is to supervise the performance of that procedure by a person who is being taught veterinary science, must, before performing or supervising the performance if that surgical procedure, first satisfy himself or herself that the performance of that procedure is in the interests of the animal, WHICH, IN THE CASE OF TAIL DOCKING, IS BASED ON AN INFORMED VETERINARY OPINION THAT THE PROCEDURE IS NECESSARY FOR THE WELFARE OF THE ANIMAL WHERE THE TAIL HAS BEEN DAMAGED BY INJURY OR DISEASE, AND IS NOT BEING PERFORMED FOR COSMETIC OR PROPHYLACTIC PURPOSES.
