A petнciу kezdemйnyezхi recsenyйdi polgбrok, akik azйrt vбlasztjuk hangunk hallatбsбnak ezt a mуdjбt, mert a falunkban kialakult konfliktushelyzet sъlyossбga tъl nagy teher szбmunkra, amit sajбt erхnkkel йs az eddigi hatуsбgi hozzббllбssal nem sikerьlt felszбmolni.

Petнciуnkat Ladбnyi Lбszlу fхispбn ъrnak cнmezzьk, arra kйrve Цnt, hogy kormбnyzati tisztsйgviselхkйnt tegye meg a szьksйges lйpйseket a tцbb mint 8 йve fennбllу konfliktus megoldбsa йrdekйben, a helyi kцzцssйg biztonsбgбnak helyreбllнtбsбйrt йs megerхsнtйsййrt. Jelen petнciу nem a fхispбn ъr szemйlye ellen szуl, hanem az illetйkes бllami hatуsбgok йs intйzmйnyek felelхssйgvбllalбsбnak fogyatйkossбgбra szeretnй felhнvni a figyelmet.

Recsenyйd lakosainak hatбrozott vйlemйnye, hogy a telepьlйsen kialakult konfliktus sъlyossбga йs rйgi volta nagyrйszt annak is kцszцnhetх, hogy az illetйkes бllami szervek nem voltak hajlandуak beavatkozni tцbbszцrцs felkйrйs nyomбn sem, нgy az elmъlt 8 йvben nem tцrtйntek olyan intйzkedйsek, amelyek kцzbiztonsбgi helyzetьnket orvosoltбk volna. Ez a passzivitбs a helyi kцzцssйg irбnyбba tolta az бllami szervektхl elvбrt felelхssйgvбllalбs tбrgyбt, vagyis a megoldбskeresйst. Mыkцdх jogбllamban az бllami intйzmйnyek hatйkonysбga eredmйnyekйnt a polgбrok minden kцrьlmйnyek kцzцtt йs minden terьleten biztonsбgban йrzik magukat, azonban Recsenyйden ez egyбltalбn nem mondhatу el.

A recsenyйdi konfliktusrуl rцviden: 2002-ben a faluba kцltцzцtt egy csalбd, amelynek magatartбsa йs viselkedйse fйlelemben tartotta a falu lakуinak nagy rйszйt. A csalбd йletvitelйhez hozzбtartoztak a rendszeres lopбsok, megfйlemlнtйsek, йs sajnбlatos mуdon a verйsek is. A lakosok tцbbszцri alkalommal panaszt emeltek a helyi rendхrsйgnйl, azonban a panaszok nyomбn legtцbb esetben nem tцrtйnt semmilyen kivizsgбlбs vagy szankciу a fent emlнtett csalбd irбnyбba. A csalбd magatartбsa valamint a hatуsбgok passzivitбsa a konfliktus megoldбsa helyett annak elmйlyьlйsйhez vezettek. A kцzsйg lakуi hangjuk hallatбsa helyett a bezбrkуzбst йs a vбrakozбst vбlasztottбk, ami nem vezetett eredmйnyhez.
Fontos megjegyeznьnk, hogy jelen akciуnknak semmi kцze a fent emlнtett csalбd etnikai hovatartozбsбhoz. Kцzsйgьnkben a magyar lakosok mellett laknak romбnok йs roma emberek is, akik kцzцtt az elmъlt йvtizedekben nem tцrtйnt semmilyen etnikai alapъ konfliktus.

A fentiek alapjбn Ladбnyi Lбszlу fхispбn urat a kцvetkezх intйzkedйsek megtйtelйre kйrjьk a recsenyйdi rend йs a bйkessйg helyreбllнtбsa йrdekйben:
- Kйrjьk egy munkacsoport felбllнtбsбt, amelynek tagjai kцzцsen hoznak dцntйseket, йs amelyek a polgбrok biztonsбgбt, valamint a fent emlнtett csalбd magatartбs-vбltozбsбt egyarбnt biztosнtjбk. Kйrjьk, hogy az eseti munkacsoport tagjai kцzцtt legyenek egyrйszt a lakosok biztonsбgбйrt felelхs бllami tisztviselхk, a kцzsйgi цnkormбnyzat kйpviselхi, valamint a gyermekvйdelemmel йs vagyonvйdelemmel foglalkozу бllami szervek kйpviselхi. Ъgy vйljьk, hogy a kialakult helyzet komplexitбsa йs bonyolultsбga miatt nem elegendх csupбn a helyi rendхrsйg hatбskцrйre bнzni az ьgy megoldбsбt. Azt is fontosnak tartjuk, hogy a munkacsoport tagjai kцzцtt legyen egy recsenyйdi lakos, aki a helyi kцzцssйg szempontjait kйpviseli.

Subject: Petition for the restoration of public safety in Recsenyйd and the surrounding villages


We, the initiators of this petition, citizens of Recsenyйd village, have chosen to express our concerns in this way to emphasize the seriousness of the conflict-situation emerged in our village. We would like to outline that the situation grew beyond the power of the citizens and beyond the control and willingness of the local authorities to solve it.

Mr. Lбszlу Ladбnyi, prefect of Harghita County! We appeal for your help as a state official in making the requested measures to solve the 8-year conflict and to restore and strengthen the public safety in the local community. This petition in not formulated against your person as a state official, we only intend to attract your attention to the deficiency in the responsibility-taking attitude of the competent state authorities and institutions.

We, the citizens of Recsenyйd are convinced and ready to state that the acute and long standing character of the conflict-situation in the village is partly due to the fact that despite of the multiple requests from the part of the local community the competitive authorities have not applied the needed measures aimed to restore the public safety in the area. This passivity forced the local community to take over the responsibility and to search for solutions. In a well functioning democracy the citizens enjoy the public safety provided by the competitive state institutions and authorities. Unfortunately this is not valid in the case of our village, Recsenyйd.

A brief review of the conflict: A family moved to Recsenyйd in 2002. The attitude and behaviour of the members of this family intimidated many of the citizens of the village. Thieving, threatening and even assault and battery suffered from the members of the mentioned family became regularity. The citizens made complaints to the local police several times, but no inquiry and sanction was effectuated. The aggressive manner of the family and the passivity of the local police officials made the conflict in the village to become deeper and even acute. Instead of expressing their disapproval, the citizens of the community chose to straddle but the attempt was barren of results.

We would like to emphasis that our recent action has no connection with the ethnicity of the mentioned family. Our community is proud that citizens of Hungarian, Romanian and Rroma ethnicity were able to live in peace and no ethnic conflicts were part of village life in the past decades.

By virtue of the mentioned facts we appeal to Mr. Lбszlу Ladбnyi, prefect of Harghita County to effectuate the following measures:
- To organize a group that will be in charge for making decisions concerning both the safety of the local citizens and the change in attitude of the mentioned family. The group would be made up of state officials responsible for the safety of the local community (we consider that the complexity of the situation requests that this or these persons should be different from those already in charge), members of the local government, officials responsible for the rights of children and safeguarding, and at least one local citizen as a representative of the community.

We request all, who are interested in the restoration of safety and peace in the village to sign this petition.

Iniюiatorii petiюiei - sгtenii din Rareє - am ales aceastг modalitate de a ne face auziюi, din moment ce оn satul nostru s-a ajuns la o situaюie conflictualг gravг, care constituie o povarг greu de suportat pentru noi, iar pвnг оn momentul acesta nici din puteri proprii, nici cu atitudinea de pвnг acum ale autoritгюilor publice єi locale, situaюia nu a putut fi rezolvatг.

Petiюia noastrг se adreseazг domnului prefect Ladбnyi Lбszlу. Vг rugгm ca оn calitatea Dumneavoastrг de demnitar guvernamental sг luaюi toate mгsurile potrivite оn vederea soluюionгrii acestui conflict care dureazг de mai bine de opt ani, pentru a putea fi restabilitг єi consolidatг siguranюa comunitгюii locale. Petiюia curentг nu vizeazг persoana domnului prefect, ci doreєte sг atragг atenюia asupra lacunelor existente оn asumarea responsabilitгюii din partea autoritгюilor єi a instituюiilor competente.

Sгtenii din Rareє sunt ferm convinєi cг vechimea єi gravitatea conflictului la care s-a ajuns оn aceastг localitate se datoreazг оn mare parte єi faptului cг autoritгюile competente nu au fost dispuse sг intervinг nici оn urma solicitгrilor multiple din partea locuitorilor satului. Astfel cг оn ultimii opt ani nu au fost luate mгsuri menite sг restabileascг siguranюa publicг. Aceastг pasivitate a оnsemnat aruncarea responsabilitгюii asupra comunitгюii locale de a cгuta o soluюie, pe care, de altfel, o aєteptam din partea autoritгюilor. Оntr-un stat de drept funcюional, оn urma eficienюei instituюiilor de stat, cetгюenii se pot simюi оn siguranюг оn orice оmprejurгri єi oriunde, ceea ce nu este valabil єi pentru Rareє.

Despre conflictul din Rareє, pe scurt:
Оn anul 2002 s-a mutat оn sat o familie al cгrei comportament єi a cгrei atitudine a impus frica оn rвndul sгtenilor. Furturile, intimidгrile єi, din pгcate єi bгtгile fгceau parte din modul lor de viaюг. Sгtenii au depus plвngeri de mai multe ori la poliюia localг, оn urma cгrora оnsг оn cele mai multe cazuri nu s-au fгcut investigaюii, nu s-au dat sancюiuni pentru familia respectivг. Atitudinea familiei єi pasivitatea din partea autoritгюilor оn loc sг rezolve conflictul, l-a adвncit єi mai mult. Sгtenii, оn loc sг se facг auziюi, au ales aєteptarea єi retragerea, ceea ce n-a condus la o soluюionare a problemei.
Юinem sг precizгm cг acюiunea prezentг, оntreprinsг de comunitatea noastrг nu are nicio legгturг cu apartenenюa etnicг a familiei amintite. Оn comuna noastrг pe lвngг etnicii maghiari trгiesc єi romвni, єi rromi, iar оn deceniile trecute nu a avut loc оntre ei niciun conflict pe bazг etnicг.

Оn urma celor de mai sus оi solicitгm domnului prefect, Ladбnyi Lбszlу sг оntreprindг urmгtoarele mгsuri оn vederea restabilirii єi asigurгrii ordinii єi a liniєtii din Rareє:
- Solicitгm formarea unei echipe de lucru care sг asigure siguranюa cetгюenilor, respectiv schimbarea de atitudine din partea familiei sus-amintite, єi ai cгrei membri sг ia decizii оn comun. Solicitгm ca printre membrii echipei sг se regгseascг funcюionari publici responsabili cu siguranюa locuitorilor, reprezentanюi ai conducerii comunale, respectiv reprezentanюi ai organelor de stat responsabile cu protecюia copilului єi cu protecюia averii. Ni se pare extrem de important sг avem оn aceastг echipг un sгtean din Rareє care sг reprezinte punctul de vedere al comunitгюii locale.Considerгm cг datoritг complexitгюii situaюiei nu este de ajuns sг aєteptгm rezolvarea numai de la poliюia localг.
Solicitгm semnatarilor acestei petiюii ca prin semnгturile lor sг susюinг cauza noastrг, sperгm ca оn acest demers ne va ajuta оn recвєtigarea liniєtei єi siguranюei localitгюii noastre atвt de mult doritг.
