You are invited to sign this Petition by Voices from the Home Away from Home Fire, the families of the five ladies who died from injuries they sustained in a fire at Home Away from Home, a Residential Home for the Aged, on January 20, 2004, in Maryville, Blount County, Tennessee. Voices from the Home Away from Home Fire seek to honor the memory of those ladies who died - Rosa Cheek, Hattie Frye, Lucille Law, Ruth Stooksbury and Molly Wright - and to work by and through legislative and other advocacy, to see that nothing like this tragic event ever happens again in this or any other community in our state. By signing this Petition, you show your support for the enactment or modification of laws in the state of Tennessee pertaining to all non-nursing home long term health care facilities, such as Residential Homes for the Aged and Assisted Living facilities, to make them safer for their residents.

Voices from the Home Away from Home Fire and the undersigned supporters would like to see the following issues addressed:

No. 1 Appropriate staffing levels - ratio per occupant for full 24 hours.

No. 2 Employee background checks, on-going training and education in fire safety, and in ways to prevent other hazards and injuries.

No. 3 State license required for all Residential Home for the Aged facilities regardless of number of occupants for any or all boarding facilities.

No. 4 Health facility to have full assessment before becoming licensed and regular unannounced follow-ups thereafter.

No. 5 Health facility to have full assessment of prospective residents and regular follow-ups thereafter.

No. 6 Mandatory liability insurance for Residential Home for the Aged and Assisted Living facilities, their owners and operators, in an amount deemed to facilitys size - number of patients to be factored into calculation of amount required appropriate.

No. 7 Adequate number of accessible emergency exits - handicapped compliance.

No. 8 More regulated and intense state inspections and background checks on the facilities owners and staff.

No. 9 State inspections to insure facilities meet fire and safety codes, drills being done and documented, certified inspectors and inspections made available to occupant families by request and posted in all Residential Home for the Aged facilities.

No. 10 All fire alarms monitored off-site by a certified monitoring company.

No. 11 Sprinkler requirements are being met without delay.
