Rash driving and causing nuissance by blowing horns beyond prescribed decibals in Tirupathy

Sir, Civic knowledge is zero at Tirupathy in Chittoor District of Andhra Pradesh. Road being congested in the city it is difficult to drive negotiating the two wheelers and three wheelers. They are coming in the opposite direction in the right without reducing the speed like an oxen and while nearing swerve their vehicle and go and if you do not know the art you must lie flat on the road. If you keep left and apply the break the rear coming both two and three wheelers blow horns as if they are in urgency and you don't have better business thus obfuscating the law abiding ones. Moreover, once a two wheeler owner starts the vehicle they think everybody on the road should give away road using to that extent they blow horn. Rather than driving they learn blowing the horn. The traffic cops will become hard hearers shortly hence they run and skulk leading no rule is a rule in this temple city.
