Regulating Toxic Emissions in US Cement Plants

For far too long the cement industry in the United States has been able to emit massive amounts of mercury and hydrochloric acid unimpeded by federal regulations or oversight although the dangers of these toxic pollutants have long been known. For more than a decade members of the public and the environmental community have taken repeated actions to require the EPA to right this wrong.

Now, thankfully, in announcing the proposed new rules for reducing emissions of mercury, total hydrocarbons, hydrochloric acid and particulate matter from both new and existing cement kilns you have shown that you and the Obama administration are concerned about the effect of these toxins in the US and around the world.

In proposing the new rules you have demonstrated your commitment to public health and the environment and are taking steps to make sure the US does its part to reduce the global effects of cement manufacturing in this country.

In the coming year there likely will be considerable effort by the industry to influence the Agency to weaken the proposal. We urge you to resist any such pressures.

We applaud you for taking this action and pledge to support the adoption of this rule as proposed.
