Remove the naughty word rule @ Quakenet #overclockers

Please remove the silly pointless pre-watershed "naughty word" rule and in particular the much hated "Clockbot". Most people are of the belief that it's the job of the ops to moderate the channel not an automatic bot that bans regular users on a daily basis.
