The California Welfare & Institutions Code, В6600 et seq. and the law commonly known as "Jessica's Law" are prohibitively expensive and impossible to implement. A mental hospital located in Coalinga, California was built primarily to house those sex-offenders targeted by W.I.C. В6600 at a cost of approximately $388 million and costs the state approximately $150 million per year to operate (approximately $200,000 per resident).





In-patient sex offender treatment has been demonstrated to be ineffective by empirical evidence. It does not lower recidivism. It has also been demonstrated to be ineffective in its stated goals in that it cannot even find housing for those individuals who have completed the treatment program. Meanwhile, there is a desperate shortage of treatment beds for legitimate mental patients across the State. The Act known as Jessica's Law is one for which it is impossible to calculate the true costs, and for which a means of implementation cannot be imagined.





The State of California is currently undergoing a fiscal crisis that threatens to close classrooms and cut entitlement programs that many in the State have come to depend upon. We, the below-signed persons, petition the Legislature to repeal the Welfare & Institutions Code В6600 et seq and the law commonly known as "Jessica's Law" for the above-reasons.
