PETITION send to Secretary General of the United Nations,Mr. Kofi Annan
to the coming United Nations General Assembly, September 2004.

We bring into your intention about Petition sponsored by the AWPA (Australian West Papa Association) calling for Self-determination for West Papua which was circulated around the world for people support and their signatories. The resulting than around 4000 Signatories support the Petition. It was sent to you by the AWPA President Mr Kel Dummet from Melbourne Australia. There also other petitions about maltreatment and murder of the Leader of Papua People, Ondofolo Theys Hiyo Eluay, the President of Papua Council Presidium, and also various Collisions of Human Right and human being tragedies through the Papua land effected by the strong demand of the Papuas nationhood since the year 1962 non stop struggle for the recognition of the sovereignty and independence which was declared on December 1, 1961, in Hollandia West Papua by the democratic elected members of the New Guinea Council (NG-Raad). The first Bill was sent to Dutch government in the Netherlands and was recognized by the Dutch parliament and the government at the time.
Therefore we, The Papua National Committee (KNP/KIP/PIS/Pentana) on behalf of entire components of the Papua nations struggle make this appeal in this petition to United Nations through Hon Kofi Annan, the Secretary General of United Nations to affirm the Self-determination Rights and Sovereign Rights for the Papuas nation to be free and independence as neighbour nations and countries scattering surrounding South East Asia on to the Pacific Ocean.
This is a fact that has an evidence of demand and the truth which not only solely delinquent of the Papuas nation for the reason, that, the whole world have expressed it of the result from the 1969 election (PEPERA) which US NSA documents publicly published of the result that, that Indonesia in 1969 TAKEN OVER WEST PAPUA NOT BY AN ACT OF FREE CHOICE as a shame to democracy.
For that we express our sincere appreciation and thanking for the world community supports for the West Papuas 1969 case should be accepted and review at the coming United Nations General Assembly in September 2004. And this was sent by the Papua Council Presidium dated 12 July 2004 and was signed by Mr. Thom Beanal (Vice President) and Reverent Herman Awom (Moderator) to the Government of United States Washington DC.
That was sent also to Mr. Kofi Annan, the Secretary General of United Nations and those Governments who were directly or indirectly involved in the process of the implementation of the Act of Free Choice in West Papua 1969 and also sent to other international organizations in the world including the Pope Paul in Vatican-Rome, Bishop Desmond Tutu of South Africa and World leaders to support and initiate establishment of self-governing of Papua independence nation which will be declared at the Commemoration Ceremony of 43rd Independence Day, 1st of December 2004.
We ark the United Nations General Assembly September 2004 for security intervention by placing the international Peace Keeping Forces for repatriation and replace the Indonesian government and arm forces (Army and Police) that will guarantee a peaceful process during the declaration of Sovereignty and Independence and also the establishment of Provisional Government of Papua as transitional government on until a general election in April 2005 and elected government will be taken place in May 1, 2005. During this period we need better international security forces to help until we manage to have our own security forces.

PETISI disampaikan kepada Sekretaris Jenderal Perserikatan Bangsa-Bangsa, Tuan Kofi Annan Untuk Sidang Umum Perserikatan Bangsa-Bangsa September 2004 yang akan datang

Kami serukan perhatian Tuan tentang Petisi yang disponsori AWPA (Australian West Papa Association) tentang Penentuan Nasib Sendiri bagi Papua Barat yang telah beredar di seluruh dunia untuk dukungan dan tanda-tangan. Alhasil didukung hampir 4000 tanda tangan. Petisi dimaksud dikirim kepada Tuan oleh Presiden AWPA, Tuan Kel Dummet dari Melbourne Australia. Juga petisi lain tentang penganiayaan dan pembunuhan Pemim-pin Bangsa Papua, Ondofolo Theys Hiyo Eluay, Presiden Presidium Dewan Papua serta berbagai Pelanggaran Hak Azasi Manusia dan tragedi kema-nusiaan di Tanah Papua, akibat tuntut-an kuat Bangsa Papua sejak 1962 yang terus-menerus berjuang mempertahankan Kedaulatan dan Kemer-dekaan yang dideklarasikan 1 Desember 1961 di Hollandia Papua Barat oleh anggota Nieuw Guinea Raad (NG-Raad) yang dipilih secara demo-kratis. Keputusan pertama itu dikirim ke Negeri Belanda dan ditetapkan oleh Parlemen dan Pemerintah Belanda pada waktu itu.
Untuk itu, Komite Nasional Papua (KNP/KIP/PIS/ Pentana) atas nama seluruh komponen perjuangan Bangsa Papua, mengajukan petisi ini kepada Perserikatan Bangsa-Bangsa melalui Tuan Kofi Annan, Sekretaris Jenderal Perserikatan Bangsa-Bangsa guna menegaskan Hak Penentuan Pendapat dan Hak Kedaulatan Bangsa Papua untuk bebas dan merdeka sama halnya bangsa dan negara tetangga, tersebar dari Asia Tenggara hingga ke Samudera Pacific.
Telah menjadi kenyataan kemauan dan kebenaran yang bukan hanya disaksikan oleh bangsa Papua, tetapi juga dibenarkan seluruh dunia akan hasil pemilihan (PEPERA) 1969 yang oleh US NSA diluncurkan ke publik bahwa Indonesia di 1969 AMBIL ALIH PAPUA BARAT TIDAK MELALUI SUATU PEMILIHAN BEBAS dipandang sebagai sebuah aib demokrasi.
Untuk itu kami menyampaikan terima kasih dan penghargaan akan dukungan komunitas dunia terhadap kasus Papua Barat 1969 diterima untuk ditinjau kembali pada Sidang Umum Perserikatan Bangsa-Bangsa bulan September 2004 yang akan datang. Presidium Dewan Papua pada 12 Juli 2004 telah menyampaikan surat tertanda Tuan Thom Beanal (Wakil Presiden) danPendeta Herman Awom (Moderator) kepada Pemerintah Amerika Serikat di Washington DC. Surat yang sama telah disampaikan kepada Tuan Kofi Annan, Sekre-taris Jenderal Perserikatan Bangsa-Bangsa dan berbagai Pemerintah baik yang langsung maupun tidak langsung terlibat proses pelaksanaan Penentuan Nasib Sendiri Papua Barat 1969 serta juga kepada organisasii lain di dunia termasuk Sri Paus Paulus di Vatican-Roma, Bishop Desmond Tutu dari Afrika Selatan dan berbagai tokoh dan pemimpin dunia untuk mendukung dan memberi pengakuan atas terbentuknya pemerintahan sendiri Papua selaku bangsa merdeka yang akan dipermaklumkan pada Upacara Peringatan Hari Kemerde-kaan ke-43, 1 Desember 2004.
Kami desak Sidang Umum Peserserikatan Bangsa-Bangsa September 2004 untuk intervensi Pasukan Pemelihara Perdamaian bagi reptariasi dan penggantian pemerintah Indonesia dan kekuatan bersenjata (Ten-tara dan Polisi) yang akan menjamin sebuah proses damai deklarasi Kedaulatan dan kemerdekaan dan juga pembentukan Pemerintahan Sementara Negara Papua Barat hingga Pemilihan Umum April 2005 menuju Pemerintahan Definitif 1 Mei 2005. Sepanjang masa itu, kami membutuhkan pasukan keamanan internasional yang membantu hingga kesanggupan kami menangani pasukan keamanan kami sendiri.
