1) Establish a Magpie Hit Squad who's only job will be to go around shooting lone magpies on sight 2) Amend the planning laws in Ireland to ensure that the dimensions of no internal room are big enough to allow the opening of an umbrella 3) Establish a team "called the Penny Picking Posse" who will be responsible for searching the country for lost pennies and one cent coins. These pennies will then be held in each government Department and one penny a day will be handed to the incumbent Minister before he starts his day work, thus ensuring that he is aided by Lady Luck in all his endeavours. 4) That each household will be mandated to own and care for a black cat, but that in addition each citizen will be responsible for ensuring that these cats are kept away from all public paths and thoroughfares at all times. 5) That every owner of a ladder in the state will be responsible for erecting a barrier on either side of an erected ladder, to ensure that no unsuspecting citizen will ever be able to walk beneath aforementioned ladders. 6) That a Rainbow Capture Team will be established to study methods for chasing and capturing rainbows. This team will have a sub committee tasked with investigating the capture and tricking of Leprechauns into revealing the location of their Pots of Gold. Any gold recovered will be added to the NPRF. 7) That a new offence will be added to the Criminal Law Act making it illegal to break a mirror and mandating a prison sentence of no less than 7 years. 8) That anyone who is able to blow out all of the candles on their birthday cake using just one breath will be given anything that they want. A special team will be required to attend all birthday parties to ensure that those who say that have done so, have actually done so. 9) That all marriages (Gay or Straight) must be initiated by kissing under a sprig of Mistletoe at Christmas-time 10) That all cracks in all pavements will be fixed at the earliest possible convenience and that until such time a special Maternal Spinal unit will be set up at the Mater Misercordiae Hospital to treat all the expected broken backs of mothers nationwide. 11) That a national Rabbit Breeding Farm will be set up with the sole purpose of harvesting rabbit feet which will be distributed to all Irish Sports Team and Sportspeople. 12) That it be mandated that anyone doing anything for the Irish state which may require luck must get out of bed that morning, on the same side that they got in the night before 14) That no woman or man with a wart on their nose may ever work in a Government Department. We implore you Minister, to make this changes before the full moon, so that Ireland may be blessed with the favour of Lady Luck all year round.
