Recently Walmart, Oakland CA made news when it required employees to clock in for the employee rest periods.
Since, such companies have been in business for so many months. It might be an internal company problem; that has been in the business processes for years. So severe a problem of overhead Human Resources cost, that it required degrees separate from Management.
Apparently, there are businesses with different job titles, benefits, especially pay, and work assigned. That the company itself does not recognized, the ones with schooling for the job position clearly advertised. Or no return call is given after being followed up upon.

Current employees have until Jan 2007 to provide proof of further education starting a AA in Human Resources, or Personel Management. Starting Fall 2006.
