Ian Biggs admitted in Panarama 31st May 2011 that he failed to investigate reported abuse in Winterbourne View Hospital, a residential home for adults with learning difficulties and Autism. There was strict proof on the tv show, of mental and physical abuse. Mr Biggs was informed of the abuse by a senior care worker who was employed at Winterbourne, however he refused to act.
The alleged abusers dragged clients from their bed, put them in showers fully clothed, poured water over them as "punishment", used martial arts to "restrain" and bullied residents using verbal and physical means.
Had Mr Biggs acted on the report from Terry Bryan, a respected and experienced carer this abuse could have been, at best prevented, and at least stopped at its earliest stage.
