SAVE BUKIT PERSEKUTUAN (FEDERAL HILL)
Bukit Persekutuan (Federal Hill) is a lush green haven fronted by Jalan Travers, Lebuhraya Mahameru and the old Jalan Damansara. It covers more than 70 hectares and is home to 163 species of plants, 65 species of birds and 19 species of moths and butterflies. It has many mature trees, it has wildlife and, it is a stopover area for migratory birds.
Bukit Persekutuan (Federal Hill) is of great historical significance, being part of the Public Gardens in 1898, (the Lake Gardens/Taman Tasik Perdana) and its historic government residential precinct. The oldest building is the former National Science Centre (currently occupied by the Malaysian Nature Society) whose footprint is clearly seen in the 1929 maps of Kuala Lumpur (NST, Save the Hill, 27 Jan 2008; The Star, Rich in history, natural wealth, 28 Jan 2008).
The Kuala Lumpur Structure Plan 2020 only allows for low-density development.
However, there is a proposal to change the land usage of Lot 55, Plot A, Section 70 (Lot 55) on Jalan Travers from institution use to commercial use. Lot 55 is the vacant narrow strip of land beside Balai Polis Jalan Travers and directly opposite KL Sentral. The plan to develop Lot 55 has been approved in principle but the Pengarah Harta Tanah Persekutuan still owns the land.
Primamuda Holdings is applying to construct two 30-storey towers and one 16-storey tower on top of a common 5-storey podium block in return for building a new 3-storey police station and a 9-storey police quarters on 1.55 acres of land.
We, as concerned citizens and visitors to Malaysia, strongly advocate the authorities to do following:
(1) Gazette the current green haven fronted by Jalan Travers, Lebuhraya Mahameru and the old Jalan Damansara into an urban park and a site for the Natural History Museum of Malaysia. This haven is the largest green area within the Kuala Lumpur city centre.
(2) Reject the proposal to change the land usage of Lot 55, Plot A, Section 70 (Lot 55) on Jalan Travers from institution use to commercial use;
(3) Reject the proposal by Primamuda Holdings to construct two 30-storey towers and one 16-storey tower on top of a common 5-storey podium block in return for building a new 3-storey police station and a 9-storey police quarters on 1.55 acres of land.
(4) Disclose the basis for awarding the development deal to Primamuda Holdings. Why is only 25\%
of Lot 55 being earmarked as a police station and as police quarters? Why isnt the entire land
area dedicated to benefit the police? Was the development deal awarded on an open tender
basis?

Reasons for this petition:
(a) It is a unique green lung and the only one approaching a natural forest in the city centre. Its conservation and preservation is in line with the Kuala Lumpur Structure Plan 2020 Vision for KL to be a World Class City with the identity of a Tropical Garden City.
(b) Currently, Jalan Travers suffers from traffic congestion. When the development in KL Sentral is completed, traffic congestion is likely to worsen. The proposed high density development of Lot 55 will exacerbate traffic congestion.
(c) Given the magnitude of the proposed development and its location near a busy and narrow intersection, the number of cars entering and leaving Lot 55 is likely to increase the potential for traffic accidents and undermine the safety of all users of Jalan Travers.
(d) The proposed high density development will also put severe pressure on existing drainage and could raise the risk of flooding
(e) Lot 55 is still owned by the Pengarah Harta Tanah Persekutuan and belongs to all taxpayers. For this reason, Lot 55 should be developed in a way that will ensure maximum benefit for all Malaysians.
