WHEREAS Articles 5 and 22 of the Constitutive Act of the African Union establishes the Economic, Social and Cultural Council;
WHEREAS the Statues of the Economic Social and Cultural Council of the African Union were adopted in July 2004;
WHEREAS Article 4 Membership states, "1. ECOSOCC shall be composed of one hundred and fifty (150) CSOs which shall include different social and professional groups in Member States of the Union and the African Diaspora, in conformity with Article 5 of these Statutes" and "c) Twenty (20) CSOs from the African Diaspora as defined by the Executive Council, covering the various continents of the world;"
WHEREAS Ras E.S.P. McPherson is Founder and Chairman of the Ethiopian National Front (ENF); the Ethiopia Jamaica Society - New York Chapter (EJSNY); the Moa Anbessa (MOA) (The Conquering Lion Organizing Committee/ now - Ethiopians for a Constitutional Monarchy) (USA/Jamaica); is Chairman of the Pan Africanist Movement (PAM) - Constitutional Committee (Jamaica); member of the Negusa Nagast [Deputy Grand Master] Queen of Sheba & Pharaohs Masonic Movement (QS&PMM); and Founding Executive and Chairman of Foreign Affairs Sub Committee of the
Rastafari National Council for Inity (RNCI-USA);
WHEREAS Ras E.S.P. Mc Pherson chaired the first full gathering, in 1982, on behalf of the Rastafari International Theocracy Assembly, that met in full 1983 and thereafter, and chaired/organized three other main National Conferences, including the Second Rastafari Convention held on the Mona Campus, University of the West Indies, 1991, and was made, Ilect of Throne for the Nyahbinghi Order of His Majesty Haile Selassie Theocracy Rastafari International Working Committee (RICWC) - that hosted among many other things, the International Centenary Celebration of His Majesty, July 23, 1992.
WHEREAS Ras E.S.P. Mc Pherson successfully led the agitation for Southern African Studies, to be taught at the Mona Campus, University of the West Indies, Kingston, Jamaica, 1983-4;
WHEREAS Ras E.S.P. Mc Pherson was responsible for petitioning the Government of Jamaica, that tried to prevent the African National Congress (ANC) and Namibias, SWAPO, from participating in the International Youth Congress, held in Jamaica, 1983;
WHEREAS Ras E.S.P. Mc Pherson Co-spearhead the hosting of the first international Conference on The Rt. Hon. Marcus Mosiah Garveys, Centenary, held on the Mona Campus, UWI, August of 1987;
WHEREAS Ras E.S.P. Mc Pherson Co-invited and Chaired the visit of world renowned Garveyite/Pan Africanist and Reparations International Advocate, Queen Mother Moore to Jamaica, January 1991;
WHEREAS Ras E.S.P. Mc Pherson is the Founding Co-Chairman of the Ethiopia Jamaica Society and Moa Anbessa, that led the initiative and delegation to stop the repression of the Rastafari Community in Shashamane, Ethiopia and the then Jamaican Government decision to withdraw the Embassy there;
WHEREAS Ras E.S.P. Mc Pherson was named the Founding Honorary Chairman of the African Students Association, 1995-8;
WHEREAS Ras E.S.P. Mc Pherson was Commissioned by the Head of the South Africa UN Mission, to help in the rewriting of South Africas 7 volume history in 1998;
WHEREAS Ras E.S.P. Mc Pherson has fulfilled duties at numerous United Nations Observer Missions (in particular); the UN; the OAU - New York Office; Amnesty International office; and within African and diaspora governments, organizations and institutions;
WHEREAS Ras E.S.P. Mc Pherson has participated in numerous meetings and a number of Conferences/Assembly/ Workshops/Seminars, with the present Government of Ethiopia/Eritrea/Somalia while NAM/ILA/Ethiopia Jamaica Society/EJS-New York Chapter, Moa Anbessa, and Ethiopian National Front, are Working Affiliates of the Pan African Congress (PAC), the ANC, AZAPO; and SWAPO, providing personal interface with these great Organizations/ Governments - officials, for over twenty years;
WHEREAS Ras E.S.P. Mc Pherson is now world renown for the creation and advocating of the scholarship, Rastaology, a cultural science and the total study of A People and is the author of over 70 published books/(edited) journals and magazines/audio books/cassettes/videos/dvds, all of which propagate the contemporary vision of the OAU and the African Union, especially the Pan African Parliament;
WHEREAS on Saturday Mar. 31, 2007 in Harlem, NY from 2 p.m. - 6 p.m., an Election for the African Union 6th Region Representatives took place that elected Ras E. S. P. McPherson;
NOW, THEREFORE, WE THE UNDERSIGNED
SEEING that Ras Mc Pherson has extensive and unparalleled working history in the United States, the Caribbean and in the Pan African movement and is eminently qualified to represent the African Diaspora in international affairs, and in particular, the Pan Ethio-African Agenda;
RESPECTFULLY petition the AU 6th Region Sub-caucus USA that is now being formed and to which Ras E.S.P. Mc Pherson has been duly elected, to select Ras E.S.P. Mc Pherson to be one of the three Representatives from the United States that will be seated at the Economic, Social and Cultural Council of the African Union in December, 2007.
