Semi-Professional Town's Rugby League

I believe that there should be a semi-professional rugby league in Ireland like in the football with the League of Ireland. There could be 9 teams, 2 from Dublin, 1 from Cork, 1 from Belfast, 1 from Limerick, 1 from Galway, 1 from Derry, 1 from Waterford/Wexford and 1 from Cavan/Armagh. The teams would be in a league seperate from the Pro14. The 4 provincial teams would still have power over amateur clubs in their own provinces. The clubs would get €2,500,000 each off the government and teams would play in an all ready existing club homegrounds. Most money would go to upgrading infrastructure and around €900,000 would go for wages. Players would get minimum wage and players would be chosen from local amateur clubs. Clubs would get revenue from tv licensing agreements with companies like RTÉ and TG4 and also from ticket sales. Club could organise events in the community or hold children's summer camps to raise money. Merchandise sales would also help a lot. I believe it is vital for the growth of rugby in Ireland.
