Star Watch

We, the undersigned, do hereby request that the Chattanooga Times-Free Press cease delivering copies of the Star Watch to the Highland Park neighborhood, as bordered by the streets of McCallie Avenue to Main Street, and from S. Holtzclaw Avenue to Willow Street, in accordance with City Code Section 18-141 through 18-180 that states in part:

"No person shall deposit litter on any vacant or occupied, public or private property within the city limits regardless of ownership."

It is our view that the manner in which the Star Watch is distributed constitutes littering, as they are deposited onto lawns, sidewalks, homes (occupied as well as vacant), etc. without the permission of the owner or owners of the properties, and that the accumulation of said rubbish causes unsightly messes throughout Highland Park, as well as alerting criminals that structures are vacant. Furthermore, they clog our drains, cause safety hazards on the sidewalks, and are a general nuisance.
