stop covert racism

I have been a victim of overt and covert racism all my life. I would now, like the government to review and adapt the current racism laws to allow people to be brought to justice for covert racism.
Currently, unless a derogortory reference is made about your origin or your colour, the perpertrators cannot be bought to justice.
As in my case I was told by a customer service advisor that I 'sounded like I was from the street' because I was using Afro-Caribean slang and told ' I need to learn how to speak English'.
After reporting this to the police I was told that it was not rascist by two seperate police officers, one of which were senior and none of which were from ethnic minorities. They both admitted this was their opinion only, and I was very dissapointed that I clearly was not going to recieve any support from the police. So, I sought legal advice, where I was devestated to find out the current laws regarding rasicm. This person, and many others, cannot be brought to justice.
Although most are said through shear ignorance, the goverment and police need to recognise, and impose penalties for the countless racist remarks made by our colleugues, public servants, and general public.
