Since the City officially opened contract negotiations with the Council of School Supervisors and Administrators (CSA) in November 2004 the process has been wholly inadequate. It is not an acceptable element that any aspect, much less the leadership, of our education system be distracted by the insecurity of not having a proper contract in place. To empower the CSA membership to become more productive and reach a higher level of achievement their roles and responsibilities as our institutional instructional leaders must be both recognized and respected.
The City of New York does a disservice to her people by compromising such a necessary and important part of the educational system. The impact that lack of a CSA contract causes echoes to every classroom in the school system. Only by completing a contract can the education leadership cease being distracted by the insecurity the City has forced upon them and be able to apply themselves more completely to their much under appreciated yet vital role which daily impacts every student in our schools.
Mayor Bloomberg, you and the Members of City Government have a moral obligation to the citizens of New York City to bring a CSA contract to fruition for the good of all the people. Please see that such is done with all expediency.
