HOW WILL WORKING CONDITIONS FOR UVA EMPLOYEES
SUFFER UNDER CODIFIED AUTONOMY?
(HB 1359-Chartered Universities Initiative)
In 1996, the University of Virginia Hospital severed its ties to the state and became, for all intents and purposes, a private institution. Since then, hospital staff have been doing more work for less money, morale has plummeted, and unfair and inhumane human resources policies have been implemented.
Now, with the introduction of HB 1359 (Charter Initiative) the University, along with William & Mary and Virginia Tech are heading rapidly in the same direction. From a financial point of view, there may well be advantages to seeking greater independence from the state. From an employee point of view, however, the advantages are less clear, and the examples of the hospital are not encouraging.
We, the undersigned, urge the university to study thoroughly and address candidly the various positive and negative effects codified autonomy would have on classified staff and all university employees. To encourage employee, community, and legislative input.
Specifically: under codified autonomy, would staff be guaranteed regular, across-the-board raises? How would this change affect the retirement package available to new employees? How would graduate student wages and tuition be affected? Specifically what Human Resources policies would change i.e- leave time, grievances, benefits?
We urge the three universities to put forth a readable plan of what exactly is going to happen under decentralization, how employees will be affected in their daily work lives, and a time line for when it will happen.
