Cette annйe, cela fera 10 ans que le conflit entre la Russie et la Tchйtchйnie perdure. Depuis longtemps, aucune opportunitй de nйgociation du conflit nйtait apparue. Grвce а la main tendue du Comitй russe des Mиres de soldats, et leur proposition de mйdiation exprimйe dans leur lettre du 13 octobre, celle-ci devait se concrйtiser, ici, en Belgique. A l'invitation du dйputй europйen Bart Staes, le Comitй et un йmissaire tchйtchиne devaient se rencontrer pour lancer la discussion. Mais les autoritйs belges sy opposent.

Elles ont prйvenu que si Akhmed Zakayev, Ministre tchйtchиne de la culture et porte-parole d'Aslan Maskhadov arrivait en Belgique, il serait directement refoulй vers la Grande-Bretagne. Et cela mкme sil a йtй lavй de tout soupзon de participation а des actes terroristes par un tribunal anglais, quil a йtй reconnu comme rйfugiй politique en Grande-Bretagne et quil sйtait dйjа rendu en Belgique cette annйe.

Nous nous offusquons de la rйaction des autoritйs belges, en particulier auprиs de Monsieur le Ministre des Affaires йtrangиres Karel De Gucht, vis-а-vis dun processus de paix lancй par la sociйtй civile russe et soutenu par les indйpendantistes tchйtchиnes. Cela nous frappe dautant plus que lUnion europйenne, dont la Belgique est membre, appelle constamment а une rйsolution du conflit en Tchйtchйnie.

Nous demandons au gouvernement belge de permettre cette rencontre et de soutenir toutes les tentatives qui se prйsentent afin de mettre fin а ces dix annйes de conflit qui ont coыtй la vie а 200 000 personnes.

Het conflict tussen Rusland en Tsjetjeniл gaat dit jaar zijn tiende jaar in. Sinds lange tijd, werd er geen enkele kans geboden om vredevol te onderhandelen over dit conflict. Op dertien oktober uitte het Russisch Comitй voor Soldatenmoeders het voorstel om te kunnen onderhandelen met de strijdende partijen en hoopten ze dat deze onderhandelingen hier geconcretiseerd konden worden in Belgiл. Uitgenodigd door Bart Staes, lid van het Europese Parlement, konden het Comitй en een Tsjetsjeense afgevaardigde elkaar hier in Belgiл ontmoeten. Maar de Belgische autoriteiten weigerden dit.

Wij voelen ons beledigd door de reactie van de Belgische overheid, specifiek door deze van onze Minister van Buitenlandse Zaken, Karel De Gucht, die weigert om het gestartte proces van vredesonderhandelingen door de Russische burgervereniging en ondersteund door de Tsjetsjeense onafhankelijken een kans te geven. Wat ons nog meer schokt, is dat de Europese Unie - waarvan Belgiл een lidstaat is - onophoudelijk vraagt om een vredevolle oplossing van het conflict.

Wij vragen de Belgische regering om deze ontmoeting toe te laten, en om alle pogingen te ondersteunen om dit reeds 10 jaar durende conflict te doen stoppen, een conflict dat ondertussen reeds meer dan 200 000 slachtoffers eiste.


Chechnya
The conflict between Russia and Chechnya is now running its 10th year. Since a long time, we didnt witness an opportunity for a peaceful negotiation of the conflict. Thanks to the Russian Committee for Mothers Soldiers and their proposition of mediation expressed in their letter of October 13, this hope could become true. Invited by the European member of Parliament Bart Staes, the Committee and an emissary had to meet here, in Belgium. But the Belgian authorities refuse it.

If Akhmed Zakayev, Chechen Minister of Culture and spokeperson of Aslan Maskhadov, comes to Belgium, they said that he will directly be reconducted to Great-Britain. Even if he was cleared of all charges by a English court and that he was recognized as political refugee and that he came to Belgium earlier this year.

Mister the Minister of Foreign Affairs, Karel De Gucht, we are offended by the reaction of the Belgian authorities to stop a process launched by the Russian civil society and supported by the Chechen independentists. This hurts us even more that the European Union whose Belgium is a member state appeals endlessly for a peaceful resolution of the conflict.

We ask to the Belgian government to allow this meeting and to support all the attempts to stop this 10 years long conflict, which has already made more than 200 000 victims.
