Teenage curfew

I believe that a teenage curfew for the city of Erie, Pennsylvania should be passed because there would be less teens drinking and smoking late and there would be less car accidents and less crimes. Some people think this should be a parental decision, but their are a lot of parents that don't care what there kids do or they probably aren't home a lot because they work late or they are out with friends.
