The 2013 Housing Benefit reform ('bedroom tax') reduce the amount a social housing tenant can receive housing benefit if they are perceived to be under occupying their home by 14% to 25%.
Discretionary Housing Payments are intended to cover the shortfall in the rent. However, they are not prioritised for disabled people as they are based on household income and despite government guidance, councils are including Disability Living Allowance (DLA) in their calculations.
We are calling on the Government to ban councils from taking DLA into account and therefore ensuring DHPs go to the most vulnerable.
For many disabled people need personalised support where the carers are residing, and often may mean a stay over night by the carer with the disabled person. If there is only one bedroom which is the disabled persons it would mean sharing a bed with the carer or that there is no proper sleeping accommodation for the carer. Secondly another scenario is that the disabled person need to store supplies and equipment to support themselves at home (such as home dialysis) [20boxes or so a time] and there is no other space such as garage or other room available. The property that the disabled is residing in has been substantially altered with aids and access ability that to move them it would cause extra cost to an authority to alter the next property also an extra charge against tax payers.
