To: All Honorable Judges of the Maryland Court of Appeals
From: People, organizations, media, newspapers, websites, etc., who are concerned with and support Ms. Qihui HuangЇs lawsuit against home appraisers William E. Culbertson and Brian M. Deckman.
Reference Case Number: Petition Docket No. 269, September Term, 2008, and (No. 0602, Sept. Term, 2007 Maryland Court of Special Appeals).

Petition to support a foreign-born Asian American woman, home and mortgage loan purchaser, against licensed home appraisers.

To: Honorable Chief Judge Robert M. Bell,
Honorable Judge Glenn T. Harrell, Jr.,
Honorable Judge Lynne A. Battaglia,
Honorable Judge Clayton Greene, Jr.,
Honorable Judge Joseph F. Murphy, Jr.,
Honorable Judge Sally Denison Adkins, and
Honorable Judge Mary Ellen Barbera:

We, undersigned, with our families, friends, and/or co-workers, write and petition you and express our (the publicЇs) very strong interest in and support of Ms. Qihui Huang (home and loan purchaser, Huang) against William E. Culbertson and Brain M. Deckman (home appraisers, Culbertsons).
We sincerely and strongly petition here that your review by certiorari for this case will be extremely desirable and be in the public interest, (since you denied Ms. HuangЇs petition based on the reason that it is not desirable and not in the public interest). Your review by certiorari would be tremendously desirable and in many peopleЇs interest, including ours and the publicЇs, as stated in the following:
Ms. Qihui Huang is a foreign born Asian American woman, solo home and loan purchaser of a newly constructed real property by a builder. Culbertsons appraised and reported on the subject property, and intentionally did not report its incomplete grading, vegetation, sod, landscaping, and driveway. The grading and vegetation are required by the Codes of the State, the County, and the Town, where the property is located, and was unqualified for issuance of a use and occupancy certificate when incomplete. Culbertsons had the duties to, but intentionally did not report these obvious incompletions in their appraisal report.
When (1) CulbertsonsЇ and the trial judge did not dispute the fact that fraud existed in their appraisal report, when (2) CulbertsonsЇ fraudulent appraisal report benefited the lender and damaged Ms. Huang, when (3) other similarly situated home/loan purchasers sued and won their lawsuits against home appraisers under the same Maryland laws, when (4) Culbertson acted much worse than other law suit losing appraisers (who erred/defrauded on propertiesЇ values) since Culbertson defrauded on real property which had conditions unqualified for use and occupancy certificate and could be valued as low as zero, and also when (5) the trial court's Order denying Ms. Huang was unsigned and never signed, and therefore not legally sufficient, but rather an invalid document of the court's ruling, the trial judge dismissed with prejudice Ms. HuangЇs case. The trial judge was based on that Ms. Huang was not the lender (a lender could sue appraisers), but Ms. Huang (a home and loan purchaser).
When (1) under the same Maryland Laws, under the same Maryland Court of Special Appeals and Maryland Court of Appeals, other home purchasers sued and won (more than 1 million dollars, which included about 1 million dollars of punitive damages) law suits against home appraisers, (see Hoffman et al v. Stamper, et al, Court of Appeals of Maryland, No. 33, Sept Term, 2004, 385 Md. 1,867 A.2d 276; and Consumer Protection Division v. Morgan, et al, Court of Appeals of Maryland, No. 4, Sept. Term, 2004, 387 Md. 125, 874 A.2d 919); and when (2) the substantial difference between Ms. Huang and other winning plaintiff home purchasers sued appraisers is that she is a foreign-born Asian-American woman; this difference has caused her to suffer disparate and adverse rulings from the trial court, under the same Maryland laws.
We, again, strongly petition the honorable judges to review Ms. HuangЇ case, and may it please the honorable court to provide legitimate reasons and explanations for Ms. Huang suffering disparate rulings.
